Energy communities and shared self-consumption in La Costera: what lies behind all the talk

In recent years the phrase energy community has crept into conversations at town halls and neighbourhood associations across La Costera, from Xàtiva to Moixent. It sounds good, yet very few people explain what it actually is or what setting one up involves. Here is an honest account: what works, what it costs in effort, and what remains to be seen.

What an energy community is, beyond the leaflet

An energy community is, in essence, a legal entity in its own right, usually an association or a cooperative, formed by neighbours, local businesses and sometimes the town council itself, organised to produce, share and manage energy close to home. Its main purpose is not to pay dividends but to deliver energy, economic and social benefits to its members and to the village where it sits. That definition, which sounds like official paperwork, has a plain translation: people from the same place joining together to produce their own electricity and decide what to do with it.

The leaflet usually stops at the photograph: panels on the sports hall and bills that fall by themselves. The reality is that an energy community is a project about people before it is a project about panels. Someone has to decide who joins and who does not, how decisions are taken, who pays what at the start and who covers the yearly costs, what happens to surplus energy and what happens when somebody wants to leave. The technical side, important as it is, is the easier half.

Energy community and collective self-consumption: cousins, not twins

The two terms are constantly confused, and they are not the same thing. Collective self-consumption is an administrative arrangement: one generating installation shares its energy among several consumers through allocation coefficients. It does not require creating any new entity; a residents' association, two neighbouring warehouses or a group of nearby houses can use it. An energy community, by contrast, is an organisation with members, statutes and decision-making bodies, which can use collective self-consumption as a tool and also do other things: efficiency projects, shared mobility, training or joint purchasing.

That is why many sensible projects start with plain collective self-consumption, which is quicker to get running, and leave the community structure for when the group has learnt to work together.

How the energy is shared among neighbours: the coefficients

The sharing mechanism is less mysterious than it sounds. Each participant is assigned a coefficient, a fixed percentage of the installation's output, and the coefficients add up to the whole. Hour by hour, your share of the energy is set against your consumption. If in that hour you use less than your share, the remainder is credited on your bill as surplus, under whatever terms you have agreed with your supplier. Every neighbour keeps their own contract, tariff and company: the only thing shared is the generation.

Sizing matters, and the starting numbers here are good: for the Xàtiva area, the European PVGIS tool estimates between 1,350 and 1,500 kWh per year for each kW installed, with optimal south-facing panels near the top of that range. But producing plenty is not enough: the split has to resemble real consumption. Someone at home at midday makes far better use of their coefficient than someone who only consumes at night, and an equal split across very different consumption patterns ends up breeding grievances.

The coefficients are formally notified and registered. They can be changed, but that is a procedure requiring the agreement of those affected, so it pays to think them through calmly at the start rather than correcting them on the fly.

The town council's role: roofs, trust and paperwork

The town council is not essential, but it changes a great deal. To begin with, it usually owns the best roofs in the village: the school, the sports hall, the market, the works depot. Handing over a municipal roof solves at a stroke the most common problem in these projects, which is where to put the panels. It also brings trust: in villages such as Enguera, Navarrés or Moixent, many people will join once they see the council is in and the whole thing is not a whim of four enthusiasts.

Then there is the paperwork. On urban land, the Valencian framework, now contained in the TRLOTUP, provides for a responsible declaration for rooftop self-consumption solar installations, which simplifies the start. In listed buildings or in the surroundings of a heritage-protected site, as happens in parts of Xàtiva's historic centre, a licence or heritage authorisation may be required, and there the council's role becomes key again. A council that knows the file cannot promise dates, but it can spare everyone unnecessary detours.

The real state of play in the comarca: plenty of talk, few up and running

Time to be honest: in La Costera, as in much of the country, there is today far more conversation than there are working communities. Conferences, talks, announcements of grants, the odd commissioned study. Projects with panels producing and energy genuinely being shared among neighbours: few. That is not failure: it is simply the stage we are at. The framework is recent, the procedures are new to almost everyone involved, administrations included, and the organisational side, which is the hard part, takes its time.

The initiatives that move forward share a recognisable pattern: a small, steady group pulling the cart, a clear roof from day one and realistic expectations about savings. The ones that stay stuck at the talking stage usually started the other way round: with the announced grant or the newspaper headline, rather than with the real consumption of the neighbours who were meant to take part.

What it would take to set one up in a village of La Costera

There is no single recipe, but the steps are recognisable, and it helps to see them before getting excited or discouraged:

None of this is quick or automatic, and saying so from the start prevents frustration. But neither is it impossible science: it is the neighbourhood organising people have always done, applied to electricity.

  • A founding group: half a dozen neighbours willing to give it time over months, not just to sign.
  • A roof: municipal, parish or privately ceded, structurally sound and with shading under control.
  • A consumption study: real bills from those interested, to size the installation and propose sensible coefficients.
  • A legal form: association or cooperative, with statutes that say how you join, how you leave and how decisions are made.
  • The full paperwork: grid access and connection, legalisation of the installation, self-consumption registration and notification of coefficients.
  • Someone to look after it afterwards: the community does not end on commissioning day, that is where it begins.

What a local engineering firm can contribute, and what it cannot

An engineering firm from the comarca can contribute the part that no assembly can resolve: a serious technical study with real bills on the table, sizing that does not inflate the installation to inflate the budget, supervision of the works, complete legalisation including self-consumption registration and coefficient notification, and daily monitoring of production once running, so a fault or a deviation is spotted when it happens and not months later on a bill. Being nearby counts too: turning up in Canals or l'Alcúdia de Crespins one evening to explain the split in front of the neighbours is worth more than many emails.

It is worth saying just as clearly what an engineering firm cannot do: it cannot replace the will of the village, it cannot promise that any public body will resolve anything by a given date, and it cannot guarantee savings before studying consumption. This is new ground for everyone, ourselves included, and acknowledging that is part of doing the job properly.

Can I take part if I rent my home or live in a flat with no roof of my own?

Generally, yes. That is precisely the point of these arrangements: you do not need your own roof to take part, because the energy is assigned to you through a coefficient on an installation sitting on another roof. The community's statutes normally define who can be a member and on what terms. If you rent, it is worth checking that the electricity supply contract is in your name, because the allocation is applied to that contract.

Can energy be shared between separate houses or buildings?

Yes. The rules allow the energy from one installation to be shared among nearby buildings too, not only within the same property. In compact village centres such as Xàtiva, Canals or Moixent, that proximity condition is easily met across much of the town. The exact permitted distance is set by the regulations in force, and checking it is one of the tasks done at the design stage, before anything is proposed to anyone.

What happens if I want to leave the community or I move away?

It depends on what the statutes and the sharing agreement say, which is why we insist on putting it in writing from the start. The usual outcome is that your coefficient is reassigned among the remaining participants or offered to someone wishing to join, with the corresponding official notification of the change. It is a procedure, not a drama, but if nobody planned for it when drafting the papers, a member's exit can drag on longer than it should.
