The council procedure in Albaida

Albaida publishes no specific solar procedure on its online office: the route is the generic declaración responsable for building work (form URB.002, 'Model de Declaració Responsable per a l'execució d'obres de reforma i altres obres menors'). The fee for certain planning activities is 1% of the material execution budget, with a minimum of 30 euros, and its ordinance allows no discounts on that fee. One local nuance: the ICIO ordinance treats listed buildings and Entorno BIC areas, set out in the planning scheme, separately, and already treats them as approved and regulated by the council, so work within them counts as being of special municipal interest and use without a separate declaration from the Pleno Municipal (full council).

Frequently asked questions in Albaida

How much does Albaida discount the ICIO for fitting solar panels?

75%, under section 2 of article 8 of the tax ordinance, for refurbishment and improvement work that includes a solar thermal or electric system. Where the installation produces heat, the collectors must first be certified by the relevant authority before the discount applies.

Is the whole building budget discounted?

No. The ordinance states that the discountable amount is based on the part of the budget spent on the sustainability work, never the whole budget. It also says who decides that part: it needs an explicit ruling from the Oficina Técnica Municipal (the town hall's technical office).

And the IBI? Is there a discount on the annual bill?

None on record. Article 10 of the IBI ordinance lists six discounts, including development and construction, protected housing, farming cooperatives, large families, cultural bodies and historic heritage, and none of them is for solar power. The urban rate is set at 0.7885%.

What does the municipal paperwork cost in Albaida?
