Legalising solar panels that are already installed

Legalising solar panels that are already installed costs €449, VAT included, when a valid installation certificate exists and what is on the roof matches the paperwork. It covers pre-validation, documentation, filing with the regional Industry office and follow-up. It does not cover another company's installation certificate, the council licence or local taxes. The authority decides, not us.

When solar panels already installed need legalising

Panels producing power does not mean the installation is on record. They are different things, and the difference always shows up at the worst moment.

Situations that bring someone here

  • The installation is finished and the application has not been filed.
  • You have the technical paperwork but do not know where or how to file it.
  • The installer handed over the documents and walked away from the procedure.
  • You discover the problem when selling the house, changing tariff or adding a battery.
  • The panels work but there is no closed file.
  • The installation certificate or the technical report is missing.
  • The equipment on the roof differs from the equipment on the paperwork.
  • The installer disappeared halfway through the procedure.

What happens while the application is not filed

  • While the application is not filed, the installation produces but is not on record.
  • Without a filed application the surplus credit cannot be switched on, and every month what goes to the grid is lost.
  • The longer it is left, the harder it is for the paperwork to match what is actually installed.

What this service includes and what it does not

What is included

  • Pre-validation of the application before anything is filed.
  • Technical design report within the standard scope, where required.
  • Self-consumption code handled when needed and the installation is exempt from the grid access procedure.
  • Preparation of the full registration paperwork.
  • Standard filing with the regional Industry office.
  • Follow-up of the application.
  • One response to a formal request when the cause is paperwork we prepared.
  • Delivery of the final file, sorted.

One round of revisions included

What is not included

  • Electrical alterations of any kind.
  • On-site installation certificate for a third party's system, unless the full service is contracted.
  • Grid access and connection permits where they are mandatory.
  • Inspection by an authorised inspection body.
  • Extraordinary public fees.
  • Council licence or local taxes, unless bundled.
  • Planning or structural problems.
  • Contractual dealings with your electricity retailer that are not listed above.

What falls outside is covered by: Check first what paperwork you have, If your installer disappeared.

Where this service stops

  • This price requires a valid installation certificate issued by the installer responsible for the works, or works carried out by Captia. Without a valid certificate the case is the full legalisation with a site visit, from €649.
  • If what is installed does not match what is documented, this is not a filing job: it is a regularisation, and it starts with an assessment.
  • It does not include grid access and connection permits where they are mandatory, an authorised inspection body, a council licence, local taxes or electrical alterations.

What to compare when comparing legalisation prices

A legalisation can have fifteen line items or four, and the price depends on how many are inside. These are the line items, one by one, and where each one sits here.

How it works, step by step

Six steps. Four are ours, one is yours and one depends on the administration, and you can tell which is which at a glance.

  1. Step 1Your part

You send us your details, upload the installation certificate and the equipment datasheets, and sign the authorisation.

We need: A valid installation certificate, equipment datasheets and a signed authorisation.
  2. Step 2We do this

We pre-validate: we check that the certificate holds up and that the paperwork matches what is installed.

    Our turnaround: 2 working days

Counted from: Receipt of the complete documentation.

We do not promise: That pre-validation comes out favourable. If it does not, the case changes service and we tell you before charging anything more.

  3. Step 3We do this

We complete what is missing: technical report within the standard scope, self-consumption code and registration paperwork.

    Our turnaround: 3 working days

Counted from: The close of pre-validation.

We do not promise: The date on which your grid operator will assign the self-consumption code.

  4. Step 4We do this

We file the application and send you the filing receipt the same day.

    Our turnaround: 1 working day

Counted from: The application being complete.

We do not promise: Any decision date or effective registration date.

  5. Step 5Depends on the regional Industry office

The regional Industry office reviews the application and may issue a formal request. That time is set by the administration.

The timing is set by the authority. We do not commit to it.

  6. Step 6We do this

We follow up, answer one formal request when the cause is ours, and hand you the closed file.

    Our turnaround: 3 working days

Counted from: Notification of each action by the administration.

We do not promise: That there will be no formal request. That the decision will be favourable.

What documents are needed

This is everything we need from you. Each document says what it is for, because a requirement without a reason looks like red tape and is not.

  • Required

Owner's ID or company tax number, plus a signed authorisation to act

Without proven representation we cannot file the application in your name.

  • Required

Supply point code and self-consumption code

They identify the supply and the self-consumption installation in the file. If the self-consumption code is missing, we obtain it within the service.

  • Required

Electrical installation certificate issued by the installer that carried out the works

It is the piece that makes this the standard service rather than the full one. The regulation places that certificate in the hands of whoever built the system.

  • If you have it

Technical design report, if you already have one

If you do not have it, we write it within the standard scope. If you do, we review it before filing.

  • Required

Datasheets and declarations of conformity for the modules and the inverter

The procedure requires evidence of the equipment actually installed.

  • Required

The self-consumption arrangement you want, and whether you want surplus credit

The arrangement on record determines how your energy is settled. Changing it later is a separate procedure with its own conditions.

Who can file this application

Hiring us is not the only way out, and there are cases where it is not the best one. These are the real alternatives, with when each one suits you.

  • File it yourself through the regional government's online office.

If you have a digital certificate, the complete paperwork and time to understand the procedure. It is your right and it costs no professional fees.

    Your own time

  • Ask the installer who did the works to do it.

Almost always. Filing is usually part of a turnkey installation; if you already paid for it, claim it before buying it twice.

    No professional fees

  • Buy only the technical report and file it yourself.

If the technical document is what you are missing but you feel able to handle the procedure.

    €149

We do it when you would rather not: we file in your name with a signed authorisation, and we answer for the application until it closes.

What counts as delivered, and what does not

The application is filed with the regional Industry office and you receive the filing receipt.

  • The decision being favourable: the service is the filing and the follow-up, not the outcome.
  • The administration issuing a formal request for corrections.
  • Your electricity retailer taking time to apply the surplus credit.

If you are an installer and send us a structured file, the trade rate is €319 before VAT. The difference is exactly the work you save us.

How long it takes: our turnaround and the administration's

Our turnaround

3 working days

Counted from: The application being complete: valid certificate, equipment datasheets and signed authorisation.

What this turnaround does not cover

  • Any decision date from the regional Industry office.
  • Effective registration of the installation on a given date.
  • That no formal request for corrections will arrive.
  • The date on which your electricity retailer starts crediting your surplus.

What depends on third parties

  • Regional Industry office

Review of the application and registration of the installation.

No date commitment on our side.

  • Your grid operator

Assignment of the self-consumption code and update of the supply point details.

No date commitment on our side.

  • Your electricity retailer

The surplus credit being applied to your bill.

No date commitment on our side.

We commit to filing a complete application and following it through. The decision date is set by the authority, not by us, so we do not promise it.

Special cases and common mistakes

The most common mistake is filing the application with the equipment from the quote rather than the equipment that was mounted. If the inverter changed on site and nobody updated it, the file describes an installation that does not exist. That is why pre-validation compares paperwork against photographs before anything is filed.

If there is no valid installation certificate

The regulation places that certificate in the hands of the company that carried out the works. If you do not have it, or that company is gone, somebody has to go and inspect the installation before anything can be signed: that is the full legalisation with a site visit, from €649.

What to do if your installer disappeared

If what is installed does not match the paperwork

Then this is not a filing job: it is a regularisation, and it starts with an assessment that compares what is there against what the paperwork says and classifies the case before quoting the work.

If you suspect that is your case, the cheapest way in is to check first which papers exist and which are missing, for €49. Check the status of your panels

What stops the standard scope

  • If pre-validation shows that what is installed does not match the paperwork, the standard scope stops and the case moves to a regularisation assessment.
  • If a mandatory engineering project, an inspection body, a grid access procedure or a planning issue appears, an extension is quoted before going further.

Frequently asked questions

What exactly is included and what is not?

Included: pre-validation, the technical design report within the standard scope, the self-consumption code, preparation of the paperwork, filing with the regional Industry office, follow-up, and one response to a formal request when the cause is ours. Not included: the installation certificate for another company's works, grid access permits, an inspection body, a council licence or local taxes.

Why this price when others publish a much lower one?

Because the scope is not always the same. Before comparing prices it is worth comparing what is inside: whether there is pre-validation, whether the self-consumption code is handled, whether formal requests are answered and whether anyone follows the application after filing. The table on this page lists what each item covers.

What happens after filing?

We follow up. If a formal request arrives and the cause is our paperwork, we answer it at no cost. If the cause is a fact supplied by you or by your installer, we tell you the amount before touching it. When the file closes, we hand you the final folder.

What is the most common mistake?

Filing the application with the equipment from the quote rather than the equipment that was actually mounted. If the inverter changed on site and nobody updated it, the file describes an installation that does not exist, and the problem shows up years later. That is why pre-validation compares paperwork against photographs before anything is filed.

Tell us what you have and we will tell you where your case sits

With the installation certificate and the equipment datasheets we know within two working days whether your file fits the standard scope. If it does not, we tell you before charging anything more.
