SOL-25 · SOL-26
Every council asks for something different about solar panels
The municipal permit is the building consent your council requires before solar panels go up. In the Valencian Community it is usually a declaración responsable, though every ordinance applies it its own way. We identify your town's procedure, prepare the documentation and file it, with proof of registry entry. What the council levies is separate.
- Chartered engineers, members of their professional body
- Filing with proof of registry entry
- We do not promise the council's decision
Council permit for the works
A fixed fee, plus whatever your council charges
There is no single figure to put here: the building tax and the council fee are set by your council's ordinance as a share of the works budget, and they can weigh more than our fee. The full breakdown, with the two parts kept apart, is further down this page.

What we solve
Two different procedures with the same counterpart, your council. The first is compulsory before the works. The second only exists if your ordinance provides for it, and it has to be applied for.
SOL-25
Your council's permit for putting up solar panels
«My council is asking me for papers and I do not know which ones.»
Every council asks for something different. We identify the local procedure, prepare the documentation and leave the municipal side filed, included in the service.
- The works are left without municipal cover, and that surfaces when the council reviews them or when the home is sold.
- Without the municipal permit on file you cannot later apply for any tax benefit that the ordinance makes conditional on it.
SOL-26
Application for the municipal tax benefit on your solar panels
«I have been told that having solar panels means paying the council less.»
We check whether your council has anything in place for solar systems and file the application with the documentation required. The final decision is always the council's.
- These benefits are on request: if nobody applies, they are not applied.
- Ordinances set deadlines, and once the deadline passes the application for that tax year is lost.
What the council permit includes and what it does not
What is included
- Identifying which procedure applies in your municipality.
- Preparing the standard application or declaración responsable with its documentation.
- Filing it where we can act on your behalf.
- Handing you the proof of filing.
One round of revisions included. If the council requests documentation that the owner or the installer has to provide, it is prepared as a separate submission.
What is not included
- The tax on construction, installations and works, and the council fee.
- Town-planning project drawings.
- Heritage protection files.
- Special licences.
- Public highway occupation, scaffolding and cranes.
What falls outside is covered by: legalisation with the Industry office, the paperwork status check.
Where this service stops
- It is a fixed price only in municipalities whose procedure we have on file. Outside those, the case is assessed before any price is given.
- It stops being fixed if a town-planning project or an extraordinary study has to be drafted.
- It does not cover heritage files, special licences, public highway occupation or auxiliary means such as scaffolding or cranes.
- The building tax and the council fee are paid by the owner and are not part of the fee.
How it works, step by step
Four steps and three different actors. Ours carry a committed turnaround; the council's does not, because we do not set it.
- Step 1We do this
We identify what your council asks for and through which route, with the ordinance in hand.
Our turnaround: 2 working days
Counted from: Us having the address, the cadastral reference and the works budget.
We do not promise: That your municipality has a simplified procedure.
- Step 2Your part
You settle the building tax and the council fee if your ordinance requires them.
We need: Payment of the amounts the council charges. - Step 3We do this
We prepare and file the application, and hand you the proof of filing.
Our turnaround: 3 working days
Counted from: The council amounts being settled and the documentation being handed over.
We do not promise: A decision date from the council.
- Step 4Depends on your town hall
The council reviews it, approves it or requests further documentation.
The timing is set by the authority. We do not commit to it.
What we need from you
Four documents. Without them the procedure cannot be identified nor can what the council will levy be worked out.
Address and cadastral reference of the property
The municipality and the class of land decide which procedure applies.
The works budget
It is the base the council uses to calculate the building tax.
Technical report or project for the system
It is what describes what is being installed and where.
Owner details and authority to act
Without authority to act we cannot file in your name.
The price, with the two parts kept apart
One is our fee and it is fixed. The other is charged by your council, paid by you, and its receipt is issued in your name.

Separately, what your council charges
Tax on construction, installations and works, and the council processing fee, where the ordinance requires them
It is not a fixed amount: it is calculated as a share of the works budget and each ordinance sets its own. That is why this page does not publish one figure valid across 32 municipalities. With your address and your works budget we tell you yours before you contract anything.
Paid on your behalf, receipt issued in your name. It is not our revenue.
Turnaround: ours and the council's, kept apart
Our turnaround
3 working days
Counted from: The documentation being complete and the council amounts settled.
What this turnaround does not cover
- The date on which the council gives its approval or grants the licence.
- The exact amount of the building tax before the council assesses it.
- That your municipality accepts a declaración responsable instead of a licence.
What depends on third parties
Your town hall
Approval, grant or a request for more documents on the filed application.
No date commitment on our side.
We commit to filing a complete application and following it through. The decision date is set by the authority, not by us, so we do not promise it.
Special cases
What we take as given when we quote a fixed price, and what breaks that scope.
What we take as given
- Your municipality is among those we have on file.
- The system sits on the roof of an existing, non-listed building.
- There is a works budget to calculate what the council will levy.
What breaks the standard scope
- If the municipality is not on file, the case is assessed before a price is given: the fixed rate is only published where the procedure is known.
- If the property is heritage listed or requires a town-planning project, this is no longer the standard scope.
SOL-26
Your council may have something in place, and it has to be applied for
Property tax (IBI) and the building tax (ICIO) allow tax benefits for properties and works that incorporate solar energy systems. They are discretionary: each council decides whether to set them up, on what conditions and to what extent, through its own tax ordinance. What you contract here is the check, the application filed in time and its follow-up.
What is included
- An upfront check of whether your current ordinance provides for the benefit and whether you are in time.
- A review of the requirements your ordinance sets and of the documents that must go with the application.
- Preparing and filing one application.
- Basic administrative follow-up until the council decides.
What is not included
- The award itself, which is the council's alone.
- Appeals and claims.
- Settling outstanding tax debts.
- Municipal taxes and fees.
- Additional certificates your ordinance requires and that you do not already hold.
Price

- This is the price of one application. A second one, for the other tax, is contracted as a 249 EUR bundle.
- It does not cover appeals or claims if the council refuses.
- It does not cover outstanding tax debts or additional certificates the ordinance requires.
- It does not cover the tax or the fee the council levies.
What we need
- Property details and cadastral referenceThey identify the asset the application covers and the competent council.
- Your latest IBI billIt evidences who the taxpayer is and which liability the claim is against.
- Documentation for the solar systemOrdinances require evidence that the system exists and meets what they ask for.
- The specific supporting documents your ordinance requiresThey vary from one town to the next. We tell you which are yours before filing.
Municipal tax benefit on IBI or ICIO for solar energy use
A reduction each council may establish in its tax ordinance for properties and works with solar energy systems. It is granted on request: it has to be applied for, in time and with the documentation the ordinance requires.
This tax benefit is a use case of the service, not what defines the service. We do not promise it will be granted: your council decides that.
We check whether your ordinance provides for it, prepare the application with what it requires, file it in time and follow it. The award is the council's.
- The benefit only exists if the municipality's tax ordinance has established it: the law permits it, it does not impose it.Real Decreto Legislativo 2/2004, de 5 de marzo, texto refundido de la Ley Reguladora de las Haciendas Locales, art. 74.5 · verified on · no end date in the legislation
- The percentage, the technical requirements, the duration and the application window are set by each municipal ordinance, and they can change from one tax year to the next.Real Decreto Legislativo 2/2004, de 5 de marzo, texto refundido de la Ley Reguladora de las Haciendas Locales, art. 103.2.b) · verified on · no end date in the legislation
How the application goes
- Step 1We do this
We check whether your ordinance provides for anything applicable and whether you are in time. If not, we say so and that is the end of it.
Our turnaround: 2 working days
Counted from: Us having the cadastral reference and the IBI bill.
We do not promise: That your council has a tax benefit applicable to your case.
- Step 2We do this
We prepare the application with the documentation your ordinance requires and file it.
Our turnaround: 3 working days
Counted from: The required documentation being handed over in full.
We do not promise: That the application will be upheld.
- Step 3Depends on your town hall
The council studies the application and decides.
The timing is set by the authority. We do not commit to it.
- Step 4We do this
We pass the decision on to you when it arrives and explain what it says.
Our turnaround: 2 working days
Counted from: Receipt of the council's decision.
We do not promise: That the decision will be favourable.

Frequently asked questions
- Do I need a licence, or is a declaración responsable enough?
- It depends on your municipality. In the Valencian Community many systems on existing buildings go through a declaración responsable, but every council applies it its own way and its ordinance has to be read.Decret llei 14/2020, de 7 d'agost, del Consell, de mesures per a accelerar la implantacio d'instal.lacions per a l'aprofitament de les energies renovables · verified on
- How much is the building tax?
- Your municipality's ordinance sets it and it is calculated on the works budget, so there is no single figure. It is settled before filing and you pay it to the council, not to us.
- Do you work in any municipality?
- At a fixed price, only in the municipalities whose procedure we have on file. Elsewhere the case has to be assessed before a price is given, because promising a procedure we do not know would mean inventing it.
- Will it be granted?
- We do not know, and anyone who assures you otherwise is not telling you the truth. Your council decides under its own ordinance. What we do is check whether it exists, file the application in time with what they ask for, and follow it.Real Decreto Legislativo 2/2004, de 5 de marzo, texto refundido de la Ley Reguladora de las Haciendas Locales, art. 74.5 · verified on
- What if my council has nothing of the sort?
- That is a common case: the law allows these benefits but does not require councils to set them up. We check before you contract anything, and if your ordinance provides for nothing applicable, we say so and that is the end of it.Real Decreto Legislativo 2/2004, de 5 de marzo, texto refundido de la Ley Reguladora de las Haciendas Locales, art. 103.2.b) · verified on
- Do I get my money back if it is refused?
- No. What you contract is the check, the application filed in time and its follow-up, and that is delivered on filing. Promising somebody else's decision would mean selling something we do not control.
- Can I file it myself?
- Yes. If your council publishes the form and the requirements and you have the system's paperwork, this is something you can do yourself. This service makes sense when you do not know whether it exists, what they ask for or until when.
